Suspended City of Ekurhuleni human resources (HR) head Linda Gxasheka has blamed former City Manager Dr Imogen Mashazi for the city’s failure to act on suspended Ekurhuleni Metropolitan Police Department (EMPD) deputy chief Julius Mkhwanazi.
