DA’s local government plan eyes the private sector, devolving policing

The DA wants more power devolved to capable municipalities, particularly over electricity, transport and policing. And where councils lack money, skills or capacity, it wants a significantly greater role for the private sector – financing, maintaining and, in some cases, operating municipal services.
