An internal Ekurhuleni Metro Police Department (EMPD) letter linking Vusimuzi “Cat” Matlala’s alleged use of blue lights to the EMPD was sent to the phone of taxi boss Oupa Jossiah “Bafana” Sindane, the Madlanga Commission heard on Monday.
