City of Ekurhuleni Mayor Nkosindiphile Doctor Xhakaza has reiterated that the period between 2021/2022 and 2023/2024 will be remembered as the “barren years,” during which there was “systemic distress and institutional decline which almost collapsed service delivery in the city.”
