For more than two decades, a medical practice in Grassy Park had a stable water consumption of about 4kL a month, but last year that suddenly leapt to 63kL – 15 times more than usual. Despite the City later acknowledging the meter was faulty, and replacing it, it continued to demand payment for the water spike. The owner gave in to threats and paid, but strongly felt the practice was due a refund. That’s when Wendy Knowler took up the case.
