Who is Andrea Johnson, the anti-corruption boss linked to Feroz Khan?

Advocate Andrea Johnson finally entered the Madlanga Commission witness box on Tuesday, 21 July, after missing her scheduled appearance eight days earlier because of a health emergency. Her absence became a story of its own after commission chairperson Justice Mbuyiseli Madlanga criticised her medical certificate for providing little information. Johnson later returned to work and was subpoenaed. Now, the head of South Africa’s anti-corruption watchdog is the one being watched.

So, who is she?

Johnson heads the Investigating Directorate Against Corruption (Idac), a permanent unit inside the National Prosecuting Authority (NPA). Idac has investigative and prosecutorial powers and is supposed to tackle serious, complex corruption, including cases flowing from things like the Zondo Commission.

The Madlanga commission previously heard that, while Johnson was a senior prosecutor at the NPA in 2018, she allegedly shared information from a confidential assault and intimidation complaint with Major General Feroz Khan, the Crime Intelligence officer accused in the complaint. This is a problem as, if Khan saw the complaint before providing his own statement, he could potentially have shaped his version around it.

Her appearance has already produced another twist. Johnson revealed that she had stepped away from Idac investigations involving senior Crime Intelligence officers given the situation she has found herself in. However, she defended the cases themselves, saying Idac had uncovered evidence that points to systematic capture of Crime Intelligence. She also told the commission that she received a death threat after the unit began investigating corruption within the division.

This is not Johnson’s first public controversy. She previously clashed with KwaZulu-Natal police commissioner Lieutenant General Nhlanhla Mkhwanazi over Idac’s pursuit of senior Crime Intelligence officials. She has also acknowledged that she should have recused herself completely from a 2007 Scorpions recruitment process involving her husband, although she says she did not participate in his shortlisting, interview or final assessment.

The Andrea Johnson and Feroz Khan scandal is ultimately bigger than two senior officials. It tests whether South Africa’s anti-corruption institutions can scrutinise their own leaders as fiercely as they investigate everyone else. Idac is meant to prosecute people powerful enough to fight back. If its leader is perceived as sharing confidential information, playing favourites or mishandling conflicts, every major case becomes easier to discredit.

But this is also not a fandom war between Team Johnson and Team Mkhwanazi. The commission must separate institutional infighting from actual misconduct. South Africa has no shortage of anti-corruption bodies with serious-sounding names. What it needs is one the public can trust.
