Introduction

Economic sanctions have become one of the most frequently used instruments of foreign policy in the contemporary international system.

States and international organizations impose sanctions to influence the behavior of target governments, deter aggression, prevent nuclear proliferation, or address human rights violations.

While sanctions are often promoted as a “non-violent” alternative to military intervention, their consequences for human development i.e. health, education, income, and overall well-being- are profound and widely debated.

This article critically examines how economic sanctions affect human development, drawing on evidence from UNDP, World Bank, UNICEF, WHO, and academic research.

Understanding Economic Sanctions

Economic sanctions may take several forms:

  • Comprehensive sanctions: Broad restrictions on trade, finance, and economic activity.
  • Targeted (smart) sanctions: Asset freezes, travel bans, and restrictions on specific sectors or individuals.
  • Financial sanctions: Limits on banking, currency transactions, and access to international financial systems.
