The Atlantic is finishing September without a single hurricane, something that last happened in 1994 and only seven times in records dating to the 1850s. In its 2 a.m. EDT outlook on Tuesday, the National Hurricane Center said tropical cyclone formation "is not expected over the next 7 days," while its two active systems, Tropical Storms Fay and Hanna, churned far out at sea.
