Nigerian tycoon Wale Babalakin's Bi-Courtney Aviation Services Ltd. is preparing to start regional flights from the MMA2 terminal it runs at Lagos' Murtala Muhammed Airport, little more than a week after a settlement with the federal government cleared the way for flights to other African countries.
