Access to clean water, a basic human right guaranteed under South Africa’s Constitution, has become a distant reality for residents of Ncera Villages and Tsholomnqa (Chalumna) outside East London. For communities already crippled by poverty and unemployment, the prolonged lack of water has deepened daily hardship and raised serious questions about municipal accountability and infrastructure management.
