Companies drilling for oil and gas inside national wildlife refuges must tell the federal government within 24 hours whenever their operations injure or kill fish, wildlife, or endangered or threatened plants. That requirement, along with the rest of the reporting regime governing private drilling on refuge land, is open for public comment until October 2.
