Union contracts are becoming HR’s AI governance playbook

HR leaders should pay attention to an unexpected source of workplace AI policy: collective bargaining agreements. A July 2026 Axios review found that the NewsGuild-CWA alone has roughly 85 to 90 contracts with explicit AI provisions, making union agreements an increasingly important form of practical AI governance. The provisions vary, but many require some combination of notice, bargaining, consent, limits on replacement and enforceable safeguards. For HR, the lesson reaches far beyond unionized workplaces. These contracts show what employee participation looks like when organizations must define it before deployment rather than improvise it after resistance erupts.
