Kenyan billionaire Narendra Raval's Devki Steel Mills Ltd. has applied for a licence to mine iron ore on about 29.83 square kilometers of land in Taita Taveta County, a step toward supplying its own ore to the 11 billion-shilling ($85 million) processing plant it is building in the southeastern Kenyan town of Voi.
