Texas has moved swiftwater rescue squads, hoist-equipped helicopters and medical teams into position across West Texas and the Panhandle ahead of a heavy rain event that forecasters expect to build through the middle of the week. Gov. Greg Abbott directed the Texas Division of Emergency Management to activate state resources Monday afternoon, Sept. 21. According to the governor's release activating state emergency response resources, the National Weather Service expects thunderstorms capable of heavy rain across Far West Texas, the South Plains and the Panhandle to intensify midweek, with excessive rainfall and flash flooding as the main hazards.
